“The Making of Cooperators”:Study of the Construction Class of the Shandong Provincial Administrative Staff Training Institute of the Puppet Regime

全面抗战爆发后,山东大部沦陷,各级伪政权相继组建。伪山东省公署在济南创设山东省行政人员训练所,建设班是其中的一类班系,各班具有系统的组织办法、招生简章、课程分配、讲授和考试方案、毕业任用方法等。建设班学员生活负担重,生存是其加入伪政权的重要考量。行政人员训练所对充实各级伪政权、巩固日伪统治具有一定的作用,最终随日本侵略的失败而停办。

Following the outbreak of the war of total resistance against Japan, most of Shandong regions were occupied, and the puppet regimes at all levels were successively established. The puppet Shandong Provincial Government Office established the Shandong Provincial Administrative Staff Training Institute in Jinan with the construction class as one of the class series. Each class had a systematic organization structure, admission regulations, course assignments, syllabus and examination schedule as well as the appointment procedures after graduation. The cost of living weighed heavily on the students of the construction class and the key consideration for them to join the puppet regimes was to survive economically. The administrative staff training institutes had played a role in reinforcing the puppet regimes at all levels and consolidating the rule of Japanese army and puppet government in Shandong. These institutes were finally suspended with the failure of the Japanese aggression.
