人力资本理论视角下高校科研人员兼职兼薪管理之探讨

摘要 高校科研人员具有教师与研究人员的双重身份,是人力资本水平较高的群体。随着国家激励政策密集出台以及其工作特点、职业角色的变化,兼职兼薪作为一种特殊的工作方式、激活人力资源潜力和提高配置效率的手段备受关注。本文在厘清人力资本理论、高校科研人员、兼职兼薪等基本概念的基础上,从高校科研人员思想意识、管理部门及高校制度建设、社会民众理解情况等方面阐述了兼职兼薪存在的问题,提出相应解决对策。 University scientific research personnel have dual identity as both teachers and researchers ,and are groups with high level of human capital. With the intensive introduction of national incentive policies and the changes of their working characteristics and professional roles, part-time wages, as a special working mode, has attracted much attention as a means to activate the potential of human resources and improve the efficiency of allocation. On the basis of clarifying basic concepts of human capital theory, university researchers, part-time job and part-time wages, this paper expounds the existing problems from aspects of ideology of university researchers, construction of administrative departments and university systems as well as understanding of the public. Meanwhile, corresponding countermeasures are also put forward.
