论中国社会主义市场经济的三个阶段——从“不可以”到“也可以”,再到“更可以”

On the Three Stages of China's Socialist Market Economy——From “No Permission”to“a Little Permission”to“More Permission”

社会主义国家所建立的计划经济体制,促成原因有很多,决不是一时冲动、偶然的现象。指望社会主义从一开始就采取"市场经济"的体制形态是不现实的、非历史的观点。对原生体制的历史贡献应给出客观公正的评价。从信息通讯技术引领的第四次工业革命势头来看,竞争在加剧,分工在深化,差距在拉大,产业链在延长,但是马克思主义基本原理没有过时,仍然具有现实指导意义。公有制比资本主义私人占有制更天然适应社会化大生产的"后发优势"。人们在认识上从"不可以"到"也可以",再到"更可以",完成三部曲的历史性跨越,凭借制度优势,有可能找到比资本主义更加充满活力、富有成效、更加文明、更加公平、更顺应历史趋势和经济规律的市场经济,甚至有可能大大缩短社会主义初级阶段的历史进程。

There are many reasons for the planned economic system established by socialist countries,which is by no means an impulsive or accidental phenomenon.It is unrealistic and non-historical to expect socialism to adopt the"market economy"system from the very beginning.The historical contribution of the original system should be evaluated objectively and fairly.Judging from the momentum of the fourth industrial revolution led by information and communication technology,the competition is intensifying;the division of labor,deepening;the gap,widening;and the industrial chain,extending.However,the basic principles of Marxism are not outdated and still have practical guiding significance.Public ownership is more naturally adapted than capitalist private ownership to the"advantages of later development"of socialized mass production.People have completed their understanding of the historical leap of the trilogy:from"no permission"to"a little permission"to"more permission".By virtue of institutional advantages,it is possible to find a market economy which is more dynamic,more fruitful,more civilized,fairer,and more compliant with historical trends and economic laws.It may even greatly shorten the historical process of the primary stage of socialism.
