摘要
欧盟通过开放科学云计划的制定与实施,促进了欧盟成员国内的科学数据共享与利用水平。文章采用实地考察与网络调研方法,从规划纲领(开放科学框架、数据开放与保护标准)、实施路径(云建设、云安全、云应用)两个维度,系统论述了欧盟开放科学云建设的实践体系。结合国内开放科学基础设施缺乏的现状,从国家层面政策的顶层设计、开放科学基础设施统筹规划、数据保护指导性规范的建立,为我国开放科学实践提出针对性建议,有助于我国完善开放科学实践体系。
From formulation and implementation of the Open Science Cloud, the sharing and utilization of scientific data have been effectively promoted in the member states of European Union(EU). Using both field and online investigations,the article systematically discusses the construction and practice of EU Open Science Cloud from two aspects: program planning(open scientific framework, data opening and protection standards) and course of implementation(cloud construction,cloud security and cloud application). Compared with the current situation of insufficient open science infrastructure in China, this study provides recommendations for China’s open science practice, including designing of open science policies at the top national level, open science infrastructure planning and establishment of guiding principles for data protection. These actions will help China to enhance its open science development.
