新时代基层党建的实践发展、阶段特征与创新路径——以2013年～2017年全国基层党建创新案例为样本

Practical Development, Stage Characteristics and Innovation Path of Grassroots Party Construction in the New Era——Take the Cases of Party Construction Innovation at Grassroots Level in China from 2013 to 2017 as Examples

党的十八大以来,以习近平同志为核心的新一届党中央创造性地做出了全面从严治党的战略布局,并在实践中不断向基层延伸。基层党建形成了服务型党组织建设、党建引领创先争优、干部队伍建设、组织方式重构四种创新类型与价值启示;呈现党的建设与具体中心工作深度融合、标准化与信息化齐头并进、党建领域逐步全覆盖、党建制度与机制渐趋多元化的阶段性特征。新时代,要以制度建设释放党建红利、以组织体系重构增强服务能力、以锻造高素质干部队伍夯实组织基础、以信息化和标准化提升科学化水平、以容错纠错和激励机制激发活力,不断提高基层党建工作质量。

Since the 18th National Congress of the Communist Party of China(CPC),the new CPC central committee with Xi Jinping as the core has creatively made a strategic layout of comprehensively strict party governance and continuously extended it to the grass-roots level in practice.It is found that four types of innovation and value enlightenment have been formed in grass-roots party building:service-oriented party organization building,party building leading the way in creating and competing for the best,cadre team building and organizational restructuring.It is characterized by the deep integration of party building and specific central work,the simultaneous progress of standardization and informatization,the gradual full coverage of the party building field,and the gradual diversification of the party building system and mechanism.In the new era,we need to release the dividends of party building through institutional building,enhance service capacity through restructuring the organizational system,strengthen the organizational foundation by forging a contingent of high-quality cadres,upgrade the scientific level through informatization and standardization,and stimulate the vitality through fault-tolerant,error-correcting and incentive mechanisms,so as to constantly improve the quality of party building at the grass-roots level.
