摘要
在2010年上海世博会的食品安全保障中,政府监管部门与相关方面全力以赴,科学组织。面对持续时间长、游客流量大、开放程度高、自给水平低及供餐方式复杂等严峻挑战,运用近年国内外公共卫生领域的新理念、新方法、新工具,贯彻全程监管、源头防控、预防为主、分区分级、责任共担的工作策略,有效地应对了一系列问题,取得了国家级重大活动保障的成功经验。该文从搭建组织架构、制定保障方案、依托技术支撑、严格现场监管、创新保障措施、开展风险交流、实施联动协防等方面进行了回顾性评述。
During the 2010 Shanghai Expo,the government regulatory and relevant departments made an all-out effort to guarantee food safety.Faced with severe challenges such as long duration,high tourist flow,high degree of openness,low self-sufficiency and complex food supplying methods,the government departments adopted new concepts,new methods and tools of public health used in recent years to implement full-scale supervision,source control,prevention first,regional classifying and responsibility sharing to effectively solve series of problems and obtained successful experience in safeguarding major national activities.This paper retrospectively reviewed the organizational structure,development of safeguards,technical support, strict on-site supervision,innovation and safeguard measures,risk communication,and implementation of linkage prevention in relation to food safety guarantee for Shanghai Expo.
