我国中小学图书馆服务评价指数的建构

Construction of Service Evaluation Index of Primary and Secondary Schools' Libraries in China

以师生评价为依据的指数建构对完善我国中小学图书馆的评估工具,健全图书馆建设相关的政策、制度,促进中小学管理人员、图书馆员对图书馆定位的深刻理解具有重要意义。经过多轮文献查阅、方案讨论、专家研判、实地调研,将中小学图书馆服务评价指标体系的一级指标确定为环境设施、参与机制、服务功能、服务满意,并明确12个二级指标和若干观测点。对数据进行清理和无量纲化处理后,运用德尔菲法、权值因子判断表法,确定各一级指标权重,合成中小学图书馆服务评价指数,并进行各维度及综合指数等级划分。运用该指数可方便有效地从总体和各维度上,测量各区、各校的图书馆服务水平,为图书馆改进提供依据。

The index based on the evaluation of teachers and students is of great significance for improving the evaluation tools of primary and secondary schools’ libraries, perfecting the relevant policies and systems of the library construction, and promoting the deep understanding of the library orientation by the administrators and librarians in primary and secondary schools. Through many rounds of literature review, project discussion, expert study and field investigation, research team determined the evaluation system’s 4 first-degree criteria, including environmental facilities, participation mechanism, function and satisfaction, and defined clearly 12 second-degree criteria and several observation points. After data cleaning and dimensionless processing, Delphi method and weight factor judgment table method were used to determine the weight of each first-degree criterion, to calculate the service evaluation index of the primary and secondary schools’ libraries in Beijing, and to divide the dimensions’ grades and comprehensive index grades. Using this index, we can conveniently and effectively measure the library service in different districts and schools from the overall and each dimension, which can provide the basis for library improvement.
