In the era of entrepreneurship and innovation, the new generation of migrant workers returning home to Start Businesses is not only the the pulling force of the new socialist rural construction needs, but is also the the driving forceof urban labor surplus, the government is the builder and provider of public services. This paper studiedfiromhow the government exerts its role as policy maker, interest coordinator and environment maintainer to promote the new generation of migrant workers to return home to start their own businesses from various aspects, such as capital, culture and values, research.
