县级工业城市的产城协调策略研究——以茌平县为例

The Research on City-Industry Coordinated Development of County-Level Industrial City:Taking Chiping County as an Example

在我国快速工业化和城市化的背景下,县级工业城市经济飞速增长、城市空间迅速拓展,取得了突出的成就。同时,这类城市普遍存在工业用地低效、产城关系不协调、城市功能不完善等问题。当前城市越来越强调高质量发展,需要以产城协调理念统领这类地区的未来发展。产城协调强调产城功能的和谐互促和产城空间的合理有序。这里的"产"既指产业空间,也指产业功能;"城"既指生活空间,也指居住和服务业功能。在产城协调的理念下,本文以山东省聊城市茌平县为例,提出规划应推动产业升级和服务业提升、加强产城隔离整合重构产城空间、并通过功能完善和特色塑造提升城市品质。

Under the background of rapid industrialization and urbanization,economic development and urban space expansion of county-level industrial city have witnessed a boom in recent years.Meanwhile,multifarious problems still exist in these cities,such as inefficient exploitation of industrial estate,unharmonious relationships between industry and urban development and deficiencies of urban functions.At present,cities are increasingly emphasizing high-quality development,and it is necessary to coordinate industry and city to lead the future development.The coordination of city with industry emphasizes the harmony and mutual promotion of the functional interaction between industry and city.Moreover,it highlights the coordination and balance of the spatial relationship between industry and city.In this term,the word "industry" not only refers to industrial space,but also industrial function.Furthermore,the word "city" refers to both living space and the functions of residence and service industry.Under the concept of "the coordination of city with industry",taking Chiping County,Shandong Province as an example,it is supposed to realize the mutual promotion between industry and city through functional upgrading,to integrate and reconstruct industrial and urban spaces by strengthening isolation,and to improve urban connotation through functional improvement and by creating unique styles.
