推动创新型人才向基层聚集对策研究

摘要 创新型人才对于各地区的经济社会发展具有重要的战略意义,为了聚集创新型人才,基层采取了一系列相关激励政策,但仍存在着创新型人才数量不够、结构不均衡、人才价值发挥不充分等问题。剖析这些问题产生的原因,并采取有针对性的解决对策,有利于基层对创新型人才的引、留、用。 Innovative talents have important strategic significance for the economic and social development of various regions. In order to gather innovative talents, a series of relevant incentive policies have been adopted at the grassroots level. However, there are still problems such as insufficient number of innovative talents, unbalanced structure and insufficient development of talent value. The analysis of the causes of these problems, and take targeted countermeasures, conducive to the grassroots of innovative talent introduction, retention, use.
