摘要 以广东省云浮市中心城区为例,运用层次分析法、多因子综合评价法、灰色系统模型预测法以及GM(1,1)模型,通过建立资源环境承载力评价与城市空间扩展指数耦合的弹性开发适宜指数,最终在禁止开发建设区域的约束下划定城市开发边界。研究发现云浮市中心城区建设用地布局不合理,城市用地拓展边界未能实现土地资源的最优配置,管理过程中存在规划边界类型繁多、管理成本高、管理手段单一及刚性过强的问题。在当前空间规划体系改革和空间治理现代化的政策背景下,未来应促进多规整合,有机结合边界管理的刚性与弹性,建立边界内外差别化管控机制,完善配套措施。 Taking the central district of Yunfu City as an Example,using AHP,multi-factor comprehensive assessment technique,grey system model prediction method and GM (1,1) model,the land suitability evaluation with the evaluation of resource and environmental carrying capacity.Establishing a suitable elastic development index coupled with the evaluation of resource and environment carrying capacity and urban spatial expansion index.Finally,under the constraint of banning the development and construction area,the boundary of urban development is delineated.It is found that the layout of construction land in the central urban area of Yunfu is unreasonable,the expansion boundary of urban land use has failed to realize the optimal allocation of land resources.And there are some problems in the management process,such as diverse planning boundaries,insufficient authority,single management means and too strong rigidity.Under the current policy background of the reform of spatial planning system and the modernization of space governance,we should promote multi-dimensional integration,combine the rigidity and elasticity of boundary management,establish a differential management and control mechanism inside and outside the border,and improve supporting measures.
