城乡建设用地增减挂钩政策执行扭曲分析——基于尼斯坎南修正模型的视角

Research on the Distortion of Policy Implementation in Hook of Increase of Urban Construction Land and Rural Residential Land:From the Perspective of Correction of Niskanen Model

在尼斯坎南模型基础上,基于中国地方政府依赖土地财政的实际情况,对模型进行了修正,并结合收入和成本分析,测算出了城乡建设用地增减挂钩政策执行扭曲程度。分析表明中国土地财政、国家垄断征收权、土地指标管控制度等通过影响模型中的收入和成本,进而影响政策执行效果。因此,今后土地制度改革的方向应着眼于降低地方财政依赖、加大推行多元化主体的供地方式、建立具有充分竞争性的土地指标交易市场。

On the basis of the Niskanen model,the model is modified based on the actual situation of local government relying on land finance. Based on the analysis of income and cost,the author calculates the degree of distortion of the policy of the hook of increase of urban construction land and rural residential land. The analysis shows that China s land finance,state monopoly expropriation power,land index control system and so on affect the income and cost of the model,thus affecting the policy implementation effect. Therefore,the future direction of land system reform should focus on reducing the local financial dependence,promoting the diversified supply way,and establishing the market with fully competitive land index.
