上海合作组织国际反恐合作法制体系建设初探

SCO Legal System Construction for Anti-Terrorism

上海合作组织在反恐法制建设方面取得了一系列成果,出台了较为完善的反恐法律法规,设立了常设执行机构,落实了相关的反恐措施,在有效地打击中亚及其周边地区恐怖主义势力的同时,其法制建设的不足之处也逐渐显露。有针对性地完善上海合作组织反恐法制建设,有利于更好地遏制本地区恐怖主义犯罪的发生,有利于上合组织自身稳步发展。

Shanghai Cooperation Organization(SCO) has obtained a series of achievements in legal system construction for counter-terrorism,which consists of enacting many self-contained laws and regulations for Anti-terrorism,setting up standing executing agencies and putting the Anti-terrorism measures into practice.While the legal system has been effective against the terrorists in Central Asia and its surrounding areas,its inadequacy has become realized.The improvement of the legal system will be beneficial for containing terrorism crime and SCO' s development .
