摘要
"放管服"改革成效评估与营商环境评价既有联系又有区别,两个评估指标体系相互参考、相互比较,能够有效提高改革成效评估效果。本文对比分析世界银行营商环境评价指标体系,探索构建我国"放管服"改革成效评估指标体系、评估分析方法。建立科学的改革成效评估体系,是"放管服"改革成效评估的关键所在。
The effectiveness evaluation of the reform of“streamline administration,delegate power,strengthen regulation and optimize service”is not only related to but also different from the“Business Environment Assessment”.The two evaluation index systems are mutually referenced and compared with each other,which can effectively improve the effectiveness of the reform effectiveness evaluation.This paper compares and analyzes the index system of the“Business Environment Assessment”for the World Bank,and explores the construction of the evaluation index system,evaluation and analysis methods for the reform effectiveness of the“streamline administration,delegate power,strengthen regulation and optimize service”in China.Establishing a scientific evaluation index system for reform effectiveness is the key to the effectiveness evaluation for the reform of“streamline administration,delegate power,strengthen regulation and optimize service”.
