济南市南部山区水源涵养区生态补偿标准核算

Account of Ecological Compensation Standard on Water Conservation Area in Southern Mountain Region of Jinan City

通过生态补偿基本理论与研究区域的实际情况相结合,运用机会成本法、生态系统服务功能价值法分别对济南市南部山区水源涵养区的第二产业机会成本、生态保护修复的机会成本进行估算,并且分树种对森林、农田和水体的水源涵养与水土保持的生态系统服务功能价值进行核算。结果表明,济南市南部山区水源涵养区第二产业机会成本为4.28×10~3万元,占用村社集体的防护林用地的机会成本为1.437×10~3～2.472×10~4万元,水源涵养、水土保持生态系统服务功能价值共计2.18×10~4万元,水源涵养区所需生态补偿额度共计3.18×10~4～6.08×10~4万元。

Through the combination of basic theory of ecological compensation and situations in the study area,the opportunity cost method and the ecosystem service function value method were applied to account the opportunity costs of both the secondary industry and the ecological protection and restoration of the water conservation area in the southern mountain region of Jinan city.By this study,the functional value of ecosystem services of water conservation and soil and water conservation of forest,farmland and water body were also accounted by considering different tree species.The results show that the second industry opportunity cost of the water conservation area is 4.28×10^4 thousand yuan,the opportunity cost of the protected forest land that is occupied by the community and village construction is 1.437×10^4~2.472×10^5 thousand yuan.The total functional value of ecosystem services of the water conservation and soil and water conservation is 2.18×10^5 thousand yuan,and the total amount of ecological compensation for the water conservation area is 3.18×10^4~6.08×10^4 thousand yuan.
