联合国虚拟现场行动协调中心的建设及其对我国的启示

The Construction of Virtual On-Site Operations Coordination Centre and its Enlightenment to China

当前,中国已经步入经济社会转型期,国内各类突发公共卫生事件和其他突发事件呈现高发态势,尽管多部门多头已经建设了信息系统、指挥平台,但是部门之间的信息共享链接不顺,缺乏有效的共享渠道,不利于高效协同配置救援资源和救援力量。本文系统介绍了联合国虚拟现场行动协调中心的发展进程及特点,参考了莫桑比克台风救援的案例,考虑和借鉴其信息平台的模块设置、发展规划,我们得到了如下的启示:第一,整合资源,建立一个综合性的应急救援指挥平台;第二,以信息化手段为支撑,加强救援队伍日常管理;第三,以平台为基础,实施救援队伍一体化的调度和指挥。

As China has now moved towards a socio-economic transition, there is a growing trend in the emergence of public health incidents and other emergencies. Although a host of departments have established the information system along with a command platform, unreliable information sharing links among each department, coupled with the lack of effective sharing channel, does little help to efficient, coordinated distribution of rescue resources and rescue forces. By systematically looking at the progress and highlights of the Virtual On-Site Operations Coordination Centre, refer to the case of Typhoon Rescue in Mozambique, this paper presents us the following inspirations based on the reference for the model setting and development planning of its information platform: First, set up a comprehensive command platform for emergency rescue through the integration of resources;Second, cement the daily management of rescue teams on the back of information-based means. Third, take a holistic approach to the dispatch and command of rescue teams on the basis of the platform.
