自然生态空间用途管制的“划、管、审”——以江西省高安市为例

"Planning, Management, and Approval" of Natural Ecological Space Use Control——Taking Gao'an City of Jiangxi Province as an Example

按"基于现状、尊重规划"的思路,运用"枚举法"和"统筹协调法"研究划定了高安市自然生态空间。按分级管控与正负面清单准入管理相结合的模式,构建了自然生态空间用途管控机制,生态保护红线内禁止开发,实行正面清单准入管理,一般生态空间内限制开发,实行负面清单准入管理。构建了建设占用审批新模式,将空间准入与用途转用相衔接,提出从空间准入用地预审到建设占用审批的具体流程。完善自然生态空间用途管制的建议:统一标准,开展自然资源调查评价;针对争议图斑,允许纠错;结合实际,协调好保护与发展的关系;适应新形势,整合审批流程。

According to the idea of "based on the status quo and respect for planning", the "enumeration method" and the "coordination and coordination method" were used to study and define the natural ecological space of Gao'an City. According to the combination of hierarchical management and positive and negative list access management, a natural ecological space management and control mechanism was constructed, and development was prohibited in the ecological protection red line. Positive list access management was implemented, and development was restricted in general ecological space, and negative list access management was implemented. A new model for the approval of construction occupation was constructed, and the space access was linked to the use transfer, and the specific process from the pre-review of space access to the approval of construction occupation was proposed. Suggestions for improving the control of natural ecological space use: unifying standards, conducting natural resource survey and evaluation;allowing for error correction for dispute maps;coordinating the relationship between protection and development;adapting to the new situation and integrating the approval process.
