摘要
当前地质调查项目质量管理主要存在以下问题:项目质量监管责任落实有难度,项目考核质量指标权重小,个别局属单位超能力承担项目,项目质量存在薄弱环节,项目设置碎片化,部分项目野外工作不够规范。建议:(1)明确项目办为中国地质调查局派出机构,承担地质调查项目监管职责;(2)修改完善项目(负责人)的考核指标体系和考核办法;(3)局组织对各直属单位承担项目能力评估;强化业务推进体系质量管理责任;(4)严格合理进行项目任务分解;进一步修订完善技术标准。
Currently, the quality management of geological survey project mainly has the following problems: the implementation of project quality supervision responsibility is difficult, the weight of project evaluation quality index is small, some bureau units exceed their capacity for undertaking projects, the project quality has weakness, the project setting is fragmented and the field work of some projects is not standardized. The suggestions are put forward:(1) clarify that the project office is the dispatched agency of the China Geological Survey, which assumes the supervision responsibility of the geological survey project;(2) revise and improve the project (responsible person) assessment index system and assessment methods;(3) the bureau organizations to undertake project capacity assessment for unites directly subordinate to them;strengthen the responsibility of quality management of business promotion system;(4) strictly and rationally carry out project task decomposition;further revise and improve technical standards.
