基于层次分析法的地方政府回应能力影响因素研究——以乌鲁木齐市为例

Research on Influencing Factors of Local Government's Response Ability Based on Analytic Hierarchy Process——Take Urumqi as an Example

自媒体时代,研究政府回应无论是对提高政府管理能力与转型,还是对新媒体网络环境下网民参与政府决策都有重要的理论意义和实践意义。文章采用AHP层次分析法模型,从直接因素(官方响应、信息透明、地方公信力)和间接因素(动态反应、官员问责、网络技巧)两方面构建了影响地方政府回应能力因素评价指标体系,确定了评价指标的权重,并通过对新疆《地方领导留言板》官方网站在线留言及相关访谈验证了模型结果。研究结果表明:政府对事件的发布情况、公众的参与程度和积极反应(主动吸纳型、事后吸纳型和追责型)对地方政府回应能力影响显著。但通过在线留言调查发现,政府对事件的发布情况、公众的参与程度和官员问责对地方政府回应能力影响较大。最后根据实际情况,提出强化回应意识、转变回应态度、构建回应保障制度及完善回应平台体系等建议。

Since the media era,the study of government response ability is of great theoretical and practical significance to improve the ability and transformation of government management as well as to the participation of Internet users in government decision-making under the new media network environment.The paper uses AHP model,from direct factors(official response,information transparency,local credibility)and indirect factors(dynamic response,official accountability).This paper constructs the evaluation index system of the factors influencing the local government's response ability from two aspects,determines the weight of the evaluation index,and verifies the results of the model through online messages and related interviews on the official website of Xinjiang"Local leaders'message Board".Research results show that the government's release of the incident,the degree of public participation and positive response(active absorption,expost absorption and accountability)have a significant impact on the ability of local government to respond.However,the online message survey finds that the government's release of the incident,public participation and officials'accountability have a greater impact on the ability of local governments to respond.Finally,according to the actual situation,the paper puts forward some suggestions,such as strengthening the consciousness of response,changing the attitude of response,constructing the system of response protection and perfecting the system of response platform.
