摘要
"全面绩效管理"作为转变政府职能的技术治理手段,对绩效评估提出新要求,有助于优化政府职责体系和运行。从绩效评估和职责优化的联系出发,构建"科学差异化"为原则的评估新模式,并以该模式衡量A市的政府绩效评估。个案分析显示,该市的绩效评估尚未达到科学差异化水平,有限的评估技术能力很大程度源于对于改善政府过程、优化政府职责等层面作用的认知局限。未来应从改进评估观、纳入第三方评估、提高信息化治理手段等方面加以改进。
As a technical governance tool to transform governmental functions, the “full implementation of performance management” has higher requirements for performance evaluation, and requires to optimize the construction and operation of government responsibility system. Based on the relationship between performance evaluation and responsibility system optimization, the paper attempts to construct a new model of GPE based on the principle of “scientific differentiation”, and uses case study approach to measure the representative city T’s government performance. The analysis showed that the performance evaluation of local government has not reached the level of scientific differentiation, which caused by local government’s lack of awareness of the role of performance assessment in the field of the execution of political power and responsibility optimization. Government evaluation capability in the future should be improved in such three aspects as the assessment concept, the involvement of the third-party assessment, and the application of information governance tools.
