建设强政府与强社会组成的强国家——国家治理现代化的必然目标

Building a Strong Country Composed of Strong State and Strong Society:The Inevitable Goal of the Modernization of Chinese State Governance

理顺政府、社会和国家关系是实现国家治理现代化的重要内容。在重新厘定政府、社会和国家基本概念及政府和社会基本关系的基础上,将政府、社会和国家关系划分为四种基本类型:强政府与强社会组成的强国家、强政府与弱社会组成的半强国家I型、弱政府与强社会组成的半强国家II型、弱政府与弱社会组成的弱国家。虽然从国际比较来看,中国常被看作是半强国家I型;但在此大类型下,中国实际上是从封建社会和文革时期的半弱政府与极弱社会,向当下的较强政府与半弱社会逐渐转变,中国国家治理现代化的未来目标是最终建立强政府与强社会组成的强国家。当前,除了继续推进强政府建设外,尤其需要加快强社会建设。

Rationalizing the relationship among state, society, and country is an important task of realizing the modernization of Chinese country governance. On the basis of redefining the concepts of state (including government), society, and country and the fundamental relationship between state and society, the relationship among state, society, and country can be divided into four types: Strong Country Composed of Strong State and Strong Society, Semi-strong Country I Composed of Strong State and Weak Society, Semi-strong Country II Composed of Weak State and Strong Society, and Weak Country Composed of Weak State and Weak Society. Although from the perspective of international comparison, China is often regarded as a Semi-strong Country I;under this type, China is gradually changed from Semi-weak State and Extremely-weak Society in the feudal period and the period of Cultural Revolution to Relatively-strong State and Semi-weak Society in the current period. The goal of the moderation of Chinese Country Governance is to build a Strong Country Composed of Strong State and Strong Society. At present, in addition to continuing to promote the construction of strong state, it is particularly necessary to speed up the construction of strong society.
