Reconstructing the Pattern of Governance from the Perspective of the “Government Service via Internet Plus” Act

"互联网+政务服务"加快了我国政府职能转变进程,驱动着"放管服"改革向纵深推进,并赋予政府治理模式重塑新动能。本文基于宏观、中观、微观三个维度剖析了"互联网+政务服务"在重构传统政府管理机制、建构"整体政府"运作模式、增强人民群众获得感方面的内在逻辑和动力机制。"互联网+政务服务"描摹了现代政府的价值色彩和植根情境,拓展了政府组织运作模式形态和体制机制创新路径,折射出政治文明的演进与国家建构逐步成熟。

The act “government service via Internet plus” has greatly accelerated the government functions transformation in China and it has deepened the reform of streamlining administration, delegating power, strengthening regulation and improving services. It also endows new initiatives to reconstruct the pattern of governance. The internal logic and dynamic mechanism are analyzed in this paper from the macro, middle and micro dimensions respectively to reconstruct the traditional management mechanism of the government, construct a new mode of “overall government” and enhance people’s sense of happiness. Undoubtedly, this act describes the value of modern government, expand operation pattern, organization, mechanism innovation and the value transformation of the government, reflecting the evolution of political civilization and gradual mature of national construction.
