大型体育赛事暴恐犯罪:维安困境与应对策略——以台湾、波士顿、索契赛事经验为借鉴

Terrorist Acts Related to Major Sports Events: Difficulties in Safeguarding Security and Countermeasures as Seen from Major Sports Events Held in Taiwan, Boston, Sochi

大型体育赛事逐渐成了暴恐犯罪的多发地,政治、立法和技术等方面成为了该类暴恐犯罪维安之困境。在借鉴我国台湾举办的第八届世界运动会、美国波士顿马拉松爆炸案以及俄罗斯索契冬奥会的维安经验的基础上,对构建我国大型赛事暴恐犯罪预防策略提出精神和物理双重预防机制。精神预防机制上完善规范壁垒的引导和约束,借助法治精神与体育竞技精神稀释暴恐思想源;物理机制上通过重视情报信息整合和区分安保的轻重缓急、加强对赛事主办主体的安保培训等方式对该类暴恐犯罪加以防范与遏制。

Major sports events have become the crime-prone areas of terrorism.There have been difficulties in politics,legislation and technology against such terrorist acts.On the basis of lessons drawn from the Eighth World Games held in Taiwan,Boston Marathon bombings and the experience of security safeguard in Sochi Winter Olympics.this paper put forward a dual prevention mechanism with ideological prevention focusing on the restraint of normative barriers,on the rule of law and competitiveness of sports.Furthermore,through focusing on intelligence integration and the distinction between security priorities,on the strengthening of security people’s training etc.
