摘要
针对河北省地下水超采问题, 2014~2016年开展了为期3年的试点治理。在试点过程中,采取"节、引、蓄、调、管"5项措施的治理模式;提出了以节约用水、引蓄补水、开源与节流、治理与保护等,形成了建管机制和工程技术两类具体创新模式。
Aiming at the problem of groundwater overexploitation in hebei province, a three-year pilot treatment was carried out from 2014 to 2016. In the pilot process, we adopt the governance model of "saving, inducing, storing, regulating and managing". The paper puts forward two kinds of concrete innovation modes, namely construction management mechanism and engineering technology, which are based on saving water, diverting and storing water, increasing revenue and reducing flow, and controlling and protecting.
