水库库容曲线修测和特征值修正是科学合理实施水库调度的技术支撑,关系着水库的防洪安全和综合利用效益的充分发挥。20世纪80年代末至90年代初,河北省对大型水库进行了水库淤积测量,修正了库容曲线,但距今近30年,期间经历了1996年"96·8"洪水、2012年"7·21"洪水和2016年"7·19"洪水。洪水携带大量泥沙,库区淤积严重,有效库容减少,对设计防洪、灌溉及发电等综合效益产生影响,因此,洪水过后进行库容曲线修测和特征值复核修正,以最大限度地发挥效益,具有重要意义。
