儿科药品调剂收费方式研究及建议

Research and Suggestions on the Charging Ways of Medications Dispensing for Children

目的:通过对美国、英国、日本和我国台湾地区的药品调剂服务收费方式进行分析,为我国儿科调剂服务收费方式提供参考。方法:文献调研法与文本调研法,对知网、万方、维普、PubMed、Web of Science、Science Direct等数据库及相关网站的文献进行了检索及分析。结果:美国、英国、日本和我国台湾地区均收取调剂费,美国、英国和我国台湾地区有法律条文支持调剂费的收取,不同国家地区的收费方式不同。英、美收费方式中有和儿科调剂相关的收费方式,我国台湾地区针对儿科药品调剂费的收取有单独的规定。结论及建议:我国应尽快建立科学规范的儿科药品调剂服务标准和成本核算办法,加快出台设立儿科调剂收费项目的政策依据,并确立合理的收费方式,儿科调剂费应在成人的基础上加收一定比例或对能体现儿科特殊性的操作进行额外收费。

Objective: To provide references for the charge of pediatric dispensing service in China by analyzing charging ways of medications dispensing services in the United States, Britain, Japan and Chinese Taiwan. Methods: Literatures from CNKI, WANFANG DATA, VIP, PubMed、 Web of Science、Science Direct were searched and analyzed. We also searched some relevant websites. Results: Dispensing fees are charged in the United States, Britain, Japan and Chinese Taiwan. The United States, Britain, and Chinese Taiwan all have laws supporting the charge of dispensing fees, and different countries and regions have different ways of charging fees. Some charging ways of the United States and Britain are related to pediatric dispensing. Chinese Taiwan has specific regulations for the charge of dispensing fees of pediatric medications. Conclusions and Suggestions: China should establish a scientific standard and a cost accounting method of pediatric medications dispensing service as soon as possible, we should also speed up the issue of policy and regulations relevant to the charging of pediatric drug dispensing fees and establish appropriate charging ways. Pediatric dispensing fees should be increased by a certain proportion on the basis of adults' or seek additional charges for special works of pediatrics.
