新时代国家安全学是随着中国特色社会主义进入新时代的历史方位,在中国兴起的关于国家安全的新的学科和理论。从思想渊源看,新时代国家安全学实现了对马克思主义基本原理、国家安全思想及其中国化理论的丰富与发展,对中国传统国家安全思想的继承与扬弃以及对西方国家安全理论的汲取和超越。从实践基础看,新时代国家安全学是在改革开放以来,尤其是党的十八大以来国家安全的复杂斗争环境中不断成长起来的具备鲜明实践品质的学问。它强化了新时代国家安全意识,推动了防范化解重大风险、维护国家核心利益和反对腐败提升政府效能等方面的重大实践。从理论逻辑看,新时代国家安全学聚焦总体国家安全观的"总体"的哲学特征。在世界观层面,它阐述了国家安全指向人类命运共同体的,整体的而不是割裂的、动态的而不是静态的、开放的而不是封闭的、相对的而不是绝对的、共同的而不是孤立的属性;在认识论层面,它指出了人民安全、政治安全和国家利益至上有机统一的实质;在方法论层面,它强调工作导向上对发展与安全的统筹、对防范风险与处置风险的统筹、对维护安全和塑造安全的统筹等注重科学统筹的方法。围绕国家安全的斗争与合作实践仍在进行,作为理论和学科的新时代国家安全学也将不断完善。
