对俄小微企业金融服务支持的现实困境与路径构建

Realistic Dilemma and Path Construction of Heilongjiang Province's Financial Service Support to Small and Micro Enterprises to Russia

近年来,黑龙江省越来越重视对俄小微企业的发展,随着其规模不断壮大,对俄小微企业的金融需求也在逐渐扩大。金融创新如何更好地服务对俄小微企业群体已成为新时期中俄合作的重要课题。从黑龙江省对俄小微企业金融服务现状着手进行分析,提出了金融服务创新中存在的政策执行力度不到位、经济贸易制度不规范、银企信息不对称、信用担保机制不完善等问题,并从经济、政治、法律、技术等方面分析了影响金融创新的因素,最后从政府、金融机构和小微企业自身提出了完善金融服务的对策。

In recent years Heilongjiang Province has paid more and more attention to the development of small and micro enterprises to Russia. With the growing number of small and micro enterprises, the financial demand for small and micro enterprises to Russia is also gradually expanding. How to better serve the small and micro-enterprise groups to Russia in financial innovation has become an important topic of Sino-Russian cooperation in the new era. This paper starts with the analysis of the present situation of financial services of small and micro enterprises to Russia of the Heilongjiang Province, and points out the problems existing in the innovation of financial services, such as inadequate policy implementation, non-standard economic and trade system, asymmetric information between banks and enterprises and imperfect credit guarantee mechanism. It also analyses the factors affecting financial innovation from the aspects of economy, politics, law and technology. Finally, from the government, financial institutions and small and micro enterprises themselves put forward countermeasures to improve financial services.
