Discussion on the Current Situations and Reform of Chinese Government Procurement System

近年来,我国政府采购规模和采购范围均在不断扩增。为了应对实际需要,我国政府采购制度在不断完善之时也走出了"中国特色"并取得了一系列的发展成就,但政府采购本身的复杂性和实践的社会历史性决定了我国政府采购的制度顶层设计、链条管理、执行效率、公开透明度仍有待提高。新时代下,精准扶贫、保护民营企业、促进"一带一路"建设无不需要政府采购助力。所以,在中国特色社会主义新时代的召唤与促进下,对现有的政府采购制度进行完善和发展已刻不容缓。

In recent years, the scale and scope of government procurement have been expanding. In order to meet the actual needs, this system has made the "Chinese characteristics" with a series of development achievements while constant improvement. However, the complexity of government procurement itself and the social history of practice determine that the top-level design of government procurement system, procurement chain management, procurement execution efficiency, procurement openness and transparency still need to be refined. In the new era, it is necessary for government procurement to help the poor, protect private enterprises and promote the construction of "One Belt and One Road". Therefore, under the call and promotion of the new era of socialism with Chinese characteristics,it is urgent to improve and develop the existing government procurement system.
