省级开放大学校长学术领导角色的失重与重构

The Weightlessness and Reconstruction of the Academic Leadership Role of the President at Provincial Open University

省级开放大学的组织结构赋予了省级开放大学校长学术领导和行政管理的双重角色。长期以来,省级开放大学校长的行政身份日益增强,而学术领导身份逐渐从校长的职务结构中剥离、萎缩甚至被去除。省级开放大学校长回归学术本位,坚守学术领导是开放大学本质属性的必然选择,是适应开放大学转型发展的必然要求,也是学人应坚守的学术忠诚。对此,省级开放大学校长应该加强基层学术组织的建设;倡导学术自由;重塑学术文化。

The organizational structure at the provincial Open University has endowed the President in academic leadership and administrative management with the dual roles.For a long time,the administrative role of the President at the provincial Open University has been increasingly strengthened,while the academic leadership has gradually been removed from this structure.The Provincial Open University President should resume the academic role.Therefore,it is necessary to strengthen the construction of academic organization at grass-roots level and to advocate academic freedom as well as to rebuild academic culture.
