The Rule of Iaw and Rule of Virtue in New Urbanized Rural Communities

随着我国农村城镇化发展,新型乡村社区越来越多,它不同于原来的村庄,社区居民的生产、生活方式、各种社会关系都发生了巨大的变化。几千年来"村庄"意识的惯性仍在影响着新型社区管理,新生活的要求与人们传统习俗会发生一些矛盾。新型社区的管理应"德"治、"法"治相结合,以"法"治为主,规范人们的行为,并冷冻固化,使之成为自然。

With the development of rural urbanization in China, there are more and more new rural communities. They are different from the original villages, the production, lifestyle and various social relations of community residents have undergone great changes. For thousands of years, the inertia of “village”consciousness is still affecting the new community management, and some contradictions may occur between the requirements of new life and people's traditional customs.The management of the new community should be combined with “rule of virtue” and “rule of law”, which is mainly “rule of law”. Furthermore people's behavior should be regulated and frozen to make them become natural.
