我国公共体育服务财政投入研究:规模、结构与效率

公共体育服务的开展与落实是我国推进民生工程的重要举措,对公共体育服务财政投入研究有利于完善与提高我国体育财政资金使用效能。在规模上,我国体育事业经费的绝对规模逐年增长,但相对规模处于逐年递减的状态;在结构上,地方财权和事权不匹配,地方政府收入少支出多,区域公共体育服务财政投入不均衡,体育事业支出结构不合理;在效率上,我国公共体育服务财政投入整体效率偏低,2013年综合效率平均值最高(0.588),其次是2015年综合效率(0.582),2014年综合效率为0.547,2011年综合效率为0.535,2012年综合效率(0.526)为5年当中最低。而国内生产总值、受教育水平、财政分权对我国公共体育服务财政投入效率呈正相关作用,人口密度、体育事业支出规模对我国公共体育服务财政投入效率呈负相关影响。加强我国公共体育服务财政投入的管理与考核,有利于优化与完善我国公共体育服务财政投入规模、结构与效率。

The development and implementation of public sports services is an important measure for promoting the people’s livelihood project in China. The research on the financial investment of public sports services is conducive to improving and improving the efficiency of the use of sports funds in China. In terms of scale,the absolute scale of sports expenditure in China is increasing year by year,but the relative scale is decreasing year by year. From the structural point of view,local financial power and power are not matched,local government income is less,and regional public sports service is not financially invested. Sports expenditure structure is unreasonable. In terms of efficiency,China’s public sports service financial input overall efficiency is low,the average overall efficiency in2013 is the highest,at 0.588;secondly,the overall efficiency in 2015 is 0.582;the overall efficiency in 2014 is 0.547 ranked third;in 2011,the overall efficiency was 0.535,ranking fourth;in 2012,the overall efficiency was 0.526,the lowest in five years. Gross domestic product,education level and fiscal decentralization have a positive correlation with the efficiency of public investment in China. The population density and the scale of sports expenditure have a negative impact on the efficiency of public investment in China. The management and assessment of investment is conducive to optimizing and perfecting the scale,structure and efficiency of public investment in public sports services in China.
