后发国家新兴产业发展中制度创新的规律与经验研究

Research on the Law and Experience of Institutional Innovation in theEmerging Industries in Late-developing Countries

后发国家新兴产业的发展离不开制度创新的支持,制度创新中政府与市场的关系成为理论和政策研究的一个热点。第二次工业革命中美国和德国的新兴产业发展实践表明,政府和市场双方共同推动了新兴产业发展中的制度供给,促进了新兴产业的技术进步和产业规模化发展,二者在制度创新方面并非简单的非此即彼的替代关系。对于当前我国战略性新兴产业发展而言,需要根据不同产业的发展条件和基础,探索产业制度创新中政府与市场的协同,完善企业成为产业内科研重要力量的激励机制,并形成新兴产业发展中的保护与开放政策协同。

The development of emerging industries in late-developing countries is inseparable from the support of institutional innovation.The relationship between government and market in institutional innovation has become a hot topic in theoretical and policy research.The practices of emerging industries in the United States and Germany in the second industrial revolution showed that the government and the market jointly promoted the institutional supply in the development of emerging industries,and pushed forward the technological advancement and large-scale development of emerging industries.It is not a simple alternative relationship.For the current development of strategic emerging industries in China,it is necessary to explore the synergy between the government and the market in the innovation of industrial systems according to the development conditions and foundations of different industries,to improve the incentive mechanism for enterprises to become important forces in scientific research within the industry,and to form the synergy of protection and open policy for emerging industries.
