摘要
为了应对航运市场的低迷,国内的船员培训机构开展大量的面向船员技能提升的培训,积累丰富的教学实践经验。目前的船员实操能力评估采纳不同水域辖区的培训标准,吸收不同层次的评估员的主观意见,这些并不能很好地满足航海教育快速发展的要求。因此,有必要完善船员评估流程,建立一套标准的船员评价体系,以满足船员市场的快速发展。将一个完整的评估项目分解成若干个子项目,对每个子项目采用不同的权重与合适的评判模型,每个子项目的评估结果汇总后得出整个项目的评估结果。以内河船舶靠泊操作为例,说明评估项目分解、评估流程及评估模型的具体过程。提出一种规范化的评估流程和标准化的评估指标体系,可作为发展船员适任能力自动化评估的基础。
In order to reserve human resources in this current depressed shipping market, crew training institutions in China hold lots of skill trainings, and accumulate rich teaching ideas and practical experience. The current assessments to sailors' performance, depending on the evaluators' subjective opinions and different training standards, can't meet the rapid development of crew employment market. So it is necessary to improve assessment process, and standard the assessment system. Considers a method to decompose the whole assessment to several sub-processes, builds the available evaluation models and takes proper weights to calculate result for every sub-process, and summaries all the subresult to the final assessment result, takes inland vessel berthing operation as an example to describe this method. The improved assessment process and standardized assessment system can influence the crews' training, and may be the foundation of developing automatic assessment system in future.
