政民互动是电子政务发展到一定阶段的重要建设和研究内容。根据《政府网站发展指引》的要求,电子政务网站的主要功能包括政务信息的发布与公开、政策解读和互动交流。各级政府的电子政务网站已运行多年,在政策发布和信息传递方面发挥了巨大作用。但是,传统、单向的政务信息发布,难以满足当前互联网条件下民众表达诉求的需求。

The interaction between government and citizen is an important construction and research content in the development of e-government to a certain stage. According to the requirements of "Guidelines for the Development of Government Websites", the main functions of e-government websites include the publication and publicity of government information, policy interpretation and interactive exchange. E-government websites of governments at all levels have been running for many years, playing a huge role in policy issuance and information transmission. However, the traditional and one-way government information release is difficult to meet the needs of the public to express their demands under the current Internet conditions.
