摘要
针对国家智慧海洋各类信息通信传输的需求和通信能力现状,综合考虑高轨和低轨通信卫星的通信能力,提出高轨+低轨天基通信系统架构,并对相控阵天线、终端网络架构和波束切换等关键技术,以及海上宽带接入、应急通信和航海监视等九大应用服务模式进行分析。最后提出了统筹规划与分步实施相结合、工程示范与商业应用相结合等通过天基通信系统后续发展智慧海洋的建议。
In view of the requirement of communications transmission of Wisdom Ocean information and the communications capability of current status,the communications capacity of high orbit and low orbit satellites is taken into account,and the architecture of space-based communications system combining high and low orbit satellites is proposed.The critical technologies are analyzed such as phased array antenna,terminal network architecture and beam switching technology.In application services,nine major application services of broadband access at sea,emergency communications,navigation monitor etc are studied.Finally,the following suggestions for the development of wisdom ocean through space-based communications system are put forward such as integrating overall planning with distributed implementation and combination of engineering demonstration with commercial application.
