宿迁市农业科技创新发展对策建议

Suggestions on the development of agricultural science and technology innovation in Suqian City

随着经济社会的发展进步,现代农业发展步入规模化、集约化、标准化、工业化阶段。当今和未来现代农业的发展进步,除了要激活农业、农村、农民的内生动力,更需要科技、人才、资金等外力的强力相助。在诸多影响现代农业发展的外部因素中,农业科技创新是最重要的支撑因素。宿迁市作为江苏农业大市,近几年通过农业科技创新,很好地推动了现代农业的发展。但是在这个过程中依然存在政府研发投入不足、龙头企业带动力不强、农技推广服务体系不够健全等诸多问题。为进一步增强科技创新能力,促进农业大市向农业强市转变,文章通过对农业科技创新影响因素分析,提出发展现代农业高新技术、强化农业创新平台建设、加强创新主体培育、建立新型要素保障格局等方面等对策建议。

With the economic development and social progress,the modern agriculture has stepped into the age of large scale,intensity,standardization and industrialization.In addition to activating the endogenous dynamics of agriculture,rural areas and peasants,the support of science,talents,and capital are required to develop the modern agriculture at present or in the future.The agricultural science and technology innovation is the most important part among so many external supporting factors.As a big agricultural city in Jiangsu Province,Suqian has promoted the development of modern agriculture through the innovation of agricultural science and technology in recent years.However,there are still many problems in this process,such as the insufficient government investment in R&D,the weak driving force of the leading enterprises and the inadequate agricultural extension service system and so on.In order to enhance the ability of scientific and technological innovation and promote the transformation of the large agricultural city into a strong one,this paper analyzes the influencing factors of agricultural scientific and technological innovation,and puts forward the countermeasures and suggestions include the development of modern agricultural high-tech and strengthening the construction of agricultural innovation platform,strengthening the cultivation of innovation subject,establishing a new type of factor security pattern and other aspects.
