This paper expounds on the definition of corporate safety culture and its features during various stages of its development. Besides, the paper, based upon the practices of the HSE management system in a certain branch company under CNPC, aims to demonstrate that giving prominence to and developing an understanding of the safety culture and safety culture construction plays an important role for an enterprise to implement and constantly improve the HSE management system under a favorable cultural environment.
