区域土壤重金属污染治理路径研究——基于K市董塘镇个案分析

随着人们环保意识的增强,土壤重金属污染成为当今世界各地普遍关注的问题。调查K市董塘镇发现,治理资金不足、法律法规缺失、监管困难、志愿者力量不足以及民众维权意识淡薄等问题严重阻碍了当地土壤重金属污染治理的进程。借助网络治理理论,尝试构建一个由政府、企业、公众、志愿者、科研机构及媒体组成的治理网络,以减少各主体合作的障碍与成本,从而开创土壤利用与治理相协调的新格局。

With the enhancement of people's awareness of environmental protection, soil heavy metal pollution has become a common concern all over the world. Based on the investigation of Dongtang town in K city, found that problems such as insufficient funds, lack of laws and regulations, difficulty in supervision, insufficient volunteer strength and weak awareness of people's rights protection seriously hindered the process of local soil heavy metal pollution control. Therefore, with the help of network governance theory, this paper attempts to construct a governance network composed of government, enterprises, the public, volunteers, scientific research institutions and media, so as to reduce obstacles and costs of cooperation among various subjects and create a new pattern of coordination between soil use and governance.
