高度城市化地区空间安全管制手段创新探索——以深圳市橙线划定及管理为例

Innovation of Space Security Control Methods in Highly Urbanized Areas: the Case of Shenzhen Orange Line Planning

在高度城市化地区,城市危险设施周边建设用地扩张迅速,造成较大安全隐患。为了保障城市内重大危险设施周边用地的安全,文章在总结国内外相关研究及实践的基础上,提出橙线这一城市空间安全管制新手段,并基于橙线的概念及内涵,以深圳市橙线划定及管理为例,对橙线的划定原则、划定方法及区域管制等进行深入探讨,以期为相关规划提供参考。

Urban construction around hazardous facilities is expanding in highly urbanized areas and this has posed potential threat to urban security. The paper concludes relevant study and practice, puts forwards orange line as a new approach of urban safety control. Based on the connotation of orange line, the paper studies the principle, method, and regional control of orange line with Shenzhen practice. It provides a reference for other plans.
