A Tentative Study on Development and Planning of Xinjiang Railway Network

新疆依托区域铁路网的规划建设,可以引导区域城镇布局逐步完善,支撑国家战略的逐步实施。在分析新疆既有铁路网现状及存在问题的基础上,结合区域铁路客货运量预测结果、需求分布特征,提出区域铁路发展的战略定位、规划目标及实施策略。基于现状区域城镇布局特征,提出"树状"线网结构、"环+放射状"线网结构、"轴+环+放射状"线网结构3个规划方案,通过分析比较选择"轴+环+放射状"的铁路线网结构,以充分提高区域城镇及组团的铁路线网覆盖水平,发挥铁路对区域经济社会发展的支撑和引领作用。最后,从线网规模、时效性、覆盖度、社会影响等角度对线网实施效果进行综合评价。

Relying on the planning and construction of the regional railway network, Xinjiang can guide the gradual improvement of the regional urban layout and support the gradual implementation of the national strategy. Based on the analysis of the current situation and existing problems of existing railway networks in Xinjiang, this paper puts forward the strategic positioning, planning objectives and implementation strategies of regional railway development combined with the forecast results of regional railway passenger and freight volume and the characteristics of demand distribution. Based on the characteristics of current regional urban layout, this paper puts forward three planning schemes: tree-like network structure,"ring & radial” network structure,“axis & ring & radial” network structure. Through analysis and comparison, this paper chooses the railway network structure of “axis & ring & radial” in order to fully improve the coverage level of railway network in regional towns and groups, and gives full play to the role of railway in supporting and guiding regional economic and social development. Finally, this paper evaluates the implementation effect of the network comprehensively from the perspective of network scale, timeliness, coverage and social impact.
