摘要
统一新版隧道工程定额中工区长度、运距、通风及管线路独头距离等概念应用,以达到准确使用定额和依法合规控制工程投资的目的。采用系统分析方法,以施工组织设计为引领,遵循铁路行业造价标准制定相关规定,就新版隧道工程定额编制建立的工区模型、册说明、子目划分、子目涵盖工作内容及消耗量等展开研究,同时与定额编制主要专家进行深入交流,澄清了"不同运输条件"、"洞内工区段落长度"、"辅助坑道转、增运"、"分别套用定额"、"叠加"等用词含义。得出新版隧道工程定额引入"工区长度"概念后"正洞开挖,洞内出砟和通过辅助坑道出砟运距,三者均按独立工区长度套用定额"的结论。并举实际设计案例说明相关概(预)算的编制方法。
The application of the concepts of working area length, transportation distance, single dead-end distance of ventilation and pipeline specified in the new edition of tunneling engineering budget quota is aimed at using quota accurately and controlling project investment in accordance with laws and regulations. The system analysis method, with construction organization design taking the lead, following rules related to the cost of railway industry standards is applied in this paper, meanwhile intensive exchanges with key experts from quota compiling committee are held covering working area model, volume description, subdivision of quota, working content of sub quota items and consumption, and the meanings of the items such as different transportation conditions, the working area length in the tunnel, transfer and increase shipments of accessorial tunnels, applying quota separately and superposition are clarified. It is concluded that both main tunnel excavation and tapping transportation distance of the main tunnel and the accessorial tunnels are rated based on independent working area length after the concept of working area length is introduced in the new edition of quota. The paper also gives some examples to illustrate the related budget and budgetary estimate methods.
