关于朔准铁路运输组织方案的思考

A Study on Transportation Organization on Shuozhou-Zhunger Railway

朔准铁路的开通运营对于加大晋陕蒙交界产煤区煤炭外运,促进大宗货物公路转铁路运输具有重要意义。在阐述朔准铁路概况的基础上,分析朔准铁路集装能力和通道能力,从列车开行方案、机车运用方案、优化组织方案、配套保障方案4个方面对朔准铁路运输组织方案进行研究。分初期、近期和远期3个阶段制订列车开行方案和机车运用方案;从统筹定位通道功能、释放北同蒲通道能力等方面提出优化组织方案;从加快专用线建设、实施东榆林接轨、调整列车运行图等方面提出配套保障方案,以充分发挥朔准铁路运输能力。

Completion and operation of Shuozhou-Zhunger Railway is of great significance to promote railway to replace road to transport bulk cargo, which will facilitate outbound shipment of coal from its sources at the border between Shanxi, Shaanxi and Inner Mongolia. Based on an analysis of Shuozhou- Zhunger Railway’s basic conditions focusing on its container transport and traffic capacity, this paper studies its transportation organization plan from 4 aspects: train operation, locomotive operation, upgraded organization and supporting facilities. To further tap its potential, this paper works out a train and locomotive operation plan respectively for the initial, short-term and long-term stages, an upgraded organization plan with overall function division and freed traffic capacity at the Beitongpu passage and a supporting facilities plan which will require speeding up construction of special lines, connecting Dongyulin and rescheduling train timetable.
