社区公共体育服务评价体系构建及测评效率提升研究

Construction of Community Public Sports Service Evaluation System and Improvement of Evaluation Efficiency

为了科学评估社区公共体育服务水平,剖释了公共体育服务的称谓,梳理了社区公共体育服务评价维度和评价体系存在的问题。运用德尔菲法、层次分析法建立了包含3项一级指标、10项二级指标、34项三级指标和各项指标权重的社区公共体育服务新评价体系,设计了与评价体系相匹配的Excel模板。该评价体系既能为政府管理部门客观评价社区公共体育服务水平提供理论依据,又能为社区公共体育服务体系进一步完善指明方向,测评模板能提高测评的工作效率,具有事半功倍的效果。

In order to scientifically evaluate the level of community public sports service,the paper explains the appellation of public sports service,and sorts out the existing problems of evaluation dimension and evaluation system of community public sports service.By using Delphi method and analytic hierarchy process,a new evaluation system of community public sports service is established,which includes 3 first-level indicators,10 second-level indicators,34 third-level indicators and the weight of each indicator.An Excel template matching the evaluation system is designed as well.The evaluation system can not only provide theoretical basis for the government administrative departments to objectively evaluate the level of community public sports service,but also provide direction for further improvement of the community public sports service system.The evaluation template can improve the efficiency of the evaluation work,which has twice the result with half the effort.
