"双一流"战略已经成为高校可持续发展进程中处理学科建设诸多问题的重要措施依托。高校科研管理与卓越发展理念的结合是科研空间巨大的新兴研究领域与高校教育结构优化调整的创新型增长点。本文针对其用于高校科研与教育管理改革中的可行性,提出建设途径与对策建设,对于国家建立一流大学、一流学科的教育战略实施,缓解教育科研的压力,保障科研可持续的良性发展具有重要的现实意义。

The “Double First-class” strategy has become an important measure to deal with many problems of discipline construction in the process of sustainable development of universities. The combination of scientific research management and excellent development concept in universities is an emerging research field with huge research space and an innovative growth point for the optimization and adjustment of the educational structure of universities. In view of the feasibility of its application in the reform of scientific research and educational management in universities, the construction approaches and countermeasures are proposed in this paper, which is of great practical significance for the implementation of the national education strategy of establishing first-class universities and first-class disciplines, relieving the pressure of education and scientific research and ensuring the sustainable and sound development of scientific research.
