国家大气污染排放标准中环境监测相关问题的研究

Research on the Problems of National Air Pollutants Emission Standards on Environmental Monitoring

国家大气污染物排放标准作为我国环保法规体系的重要组成部分应具有规范性、严肃性、强制性,但是目前部分国家大气污染物排放标准仍存在许多环境监测相关问题。通过对现行国家大气污染物排放标准中关于基准含氧量、排气筒高度、监测方法、监控指标等问题进行分析研究,分别提出了相应的建议和对策。

As an important part of China s environmental protection legislation system,national air pollutant emission standards should be normative,serious and mandatory.However,there are still many environmental monitoring problems in some national air pollutant emission standards.Based on the analysis and study of the existing national air pollutant emission standards,the problems on the reference oxygen content,exhaust height,monitoring methods,monitoring indicators and other issues were studied.The corresponding suggestions and countermeasures were put forward in order to provide technical reference for the subsequent revision of the standards.
