环境保护投资是实现地区经济增长与环境质量协调发展的重要调节杠杆,有限的政府财政支出能力和不断加剧的环境污染状况是当前长三角区域环境保护投资面临的两大挑战,只有提高现有环境保护投资的效率,才能在既有的经济增长框架内实现维持环境保护投资较低规模和有效改善环境质量之间的平衡。对于长三角地区而言,提高环境保护投资效率最为行之有效的途径就是继续加强政府主导作用,提高次区域政府间在环境保护上的合作水平和协调能力。

Environmental protection investment acts as important role of adjusting leverage for regional economic growth and sound development of environment quality. However, the two main challenges for environmental protection investment in Yangtze River Delta are the limited fiscal expenditure and gaining environmental pollution. Only by improving efficiency of current environmental protection investment, can the balance be kept between the low scale and high quality of environment within the existing structure of economic growth. In Yangtze River Delta, the most effective ways to improve the efficiency are government's playing the leading role and strengthening cooperation and coordination with subzone on environment protection.
