新形势下,青藏高原精准脱贫工程是最伟大和温暖的民生项目,是让人民群众活得更有幸福感的伟大工程。当前青藏高原地区面临贫困区集中连片贫困、贫困户识别存在困难、脱贫产业和扶贫资金不匹配、青藏高原地区的贫困与现行贫困标准不一致和扶贫脱贫资金存在"寻租"现象等问题。青藏高原地区需要通过产业扶贫带动集体脱贫、强化对扶贫资金的监管机制、加大财政对教育的投入,提高教育水平、改善农户住宿环境、提高财政投入扶贫资金和加大整体搬迁力度等手段实现脱贫致富,推动青藏高原地区人民生活水平不断提高,促进青藏高原地区经济更好更快发展,维护国家少数民族地区的稳定与和谐发展,最终实现国家富强、人民幸福和民族振兴。
