摘要
通过对改革开放四十年来我国特殊教育政策的纵向梳理,本文将其演进历程划分为四个阶段:全面重建的恢复时期(1978-1988)、稳中求进的探索时期(1989-1996)、拓展延伸的调适时期(1997-2011)以及守正出新的转型时期(2012-至今)。在此进程中,我国特殊教育政策在动力机制、价值取向、过程保障及政策话语四个方面呈现出特定的演变逻辑。在新时代的背景下,我国特殊教育政策应坚持开放性与现代化相结合的原则,以实现新的转型。
Based on a vertical review of China’s special education policy since the reform and opening-up lour decades ago,the policy can fall into four stages:The stage of recovery based on all-round reconstruction(1978-1988),the stage of exploration based on stable improvement(1989-1996),the stage of adaptation based on expansion(1997-2011),and the stage of transformation based on tradition-inherited innovations(2012-today).During the process,the policy's dynamic mechanism,value orientation,process guaranty,and discourse system showed a peculiar logic of evolution.In the new era,China's special education policy should adhere to the principle of openness and modernization in pursuit of new transformation.
