2017年北京市海淀区社区卫生服务绩效及基本公共卫生服务考核中疾病预防控制相关工作指标结果的分析

Analysis on results of disease prevention and control related work indexes in performance evaluation of community health services and basic public health services in Haidian District of Beijing in 2017

目的分析2017年北京市海淀区社区卫生服务绩效及基本公共卫生服务考核中疾病预防控制(疾控)相关工作指标对整体结果的影响。方法对2017年北京市海淀区28家区属社区卫生服务中心的绩效及基本公共卫生服务考核结果进行统计学分析。结果海淀区28家社区卫生服务机构考核结果 6项指标合计得分总分均值为160.43±4.56;综合业务总分均值为902.20±51.66;考核整体总分均值为1 182.03±62.79。考核结果中6项疾控相关工作指标得分结果两两之间不存在线性相关关系。6项指标合计得分排名与总排名不存在明显的线性相关关系(rs=0.369,P>0.05)。6项指标合计得分排名与公共卫生合计得分排名间存在线性相关关系(rs=0.424,P<0.05),6项指标合计得分排名与综合业务总分排名间存在线性相关关系(rs=0.388,P<0.05),公共卫生合计得分排名与综合业务总分排名间存在线性相关关系(rs=0.826,P<0.05),综合业务总分排名与总排名间存在线性相关关系(rs=0.992,P<0.05)。对于考核总成绩,北京市海淀区山前和山后区属社区卫生服务机构的考核结果比较,差异无统计学意义(t=0.202,P>0.05);对于考核结果中疾控工作相关6项指标总分,北京市海淀区山前和山后区属社区卫生服务机构的考核结果比较差异无统计学意义(t=-0.420,P>0.05)。结论对考核指标需更加科学客观的设置,各机构应避免唯结果导向,既要重视总分,也要重视每项指标分数。在未来疾控相关工作上应持续加强改进,均衡施力,使社区卫生服务绩效及基本公共卫生服务考核落到实处,促使全区的社区公共卫生服务水平整体得到长足的发展和进步。

[Objective]To analyze the impact of disease prevention and control related work indicators on the overall outcome in the assessment of community health service performance and basic public health services in Haidian District of Beijing in 2017.[Methods]The performance and basic public health service assessment results of 28 district-level community health service centers in Haidian District of Beijing in 2017 were statistically analyzed.[Results]In the results of 28 health service centers in Haidian District,the mean of total score of six indicators was 160.43 ±4.56,the mean of total score of integrated services was902.20±51.66,and the mean of total score of assessment was 1 182.03 ±62.79. There was no linear correlation in scores between every two indicators of the six indicators of disease prevention and control. There was no significant linear correlation between the ranking of total score of the six indicators and the total ranking(rs=0.369,P>0.05). There was a linear correlation between the ranking of total score of the six indicators and the ranking of public health scores(rs=0.424,P<0.05). There was a linear correlation between the ranking of total score of the six indicators and the ranking of integrated services scores(rs=0.388,P<0.05). There was a linear correlation between the ranking of public health scores and the ranking of integrated services scores(rs=0.826,P<0.05).There was a linear correlation between the ranking of integrated services scores and the total ranking(rs=0.992,P<0.05). For the total assessment results,there was no significant difference between the community health service institutions in Shanqian area and Shanhou area(t=0.202,P>0.05). For the total score of six indicators related to disease control,there was no significant difference between the community health service institutions in Shanqian area and Shanhou area(t=-0.420,P>0.05).[Conclusion]The assessment indicators need to be set more scientifically and objectively. Institutions should avoid only result-oriented,and pay attention to not only the total score but also each index score. In the future,the related work of disease prevention and control should be continuously strengthened,and balanced efforts should be made,to implement the performance of community health services and the assessment of basic public health services,and improve the overall level of community public health services in the region.
